On October 15, 2014, Canada requested consultations with China with respect to China's measures imposing antidumping duties on imports of cellulose pulp from Canada, as set forth in the Ministry of Commerce of China Notice No. 75 of 2013 (November 6, 2013), including its annex (the Preliminary Determination), and Notice No. 18 of 2014 (April 4, 2014), including its annex (the Final Determination).
Canada claims that the measures are inconsistent with:
•Articles 1, 3.1, 3.2, 3.4, 3.5; and
•Article VI of the GATT 1994.
On February 12, 2015, Canada requested the establishment of a panel. At its meeting on March 10, 2015, the DSB established a panel. The United States, Brazil, Chile, the European Union, Japan, Korea, Norway, Singapore, and Uruguay reserved their third-party rights. On April 15, 2015, Canada requested the Director-General to compose the panel. On April 27, 2015, the Director-General composed the panel.
